RRA was established on February 5, 1966 for efficient utilization of radio spectrum. RRA, belonging to Korea Communications Commission(KCC), has 5 divisions and 1 branch. RRA leads improvement in broadcasting & communications convergence technologies and consumer protection by developing new spectrum resources, promoting a safe radio environment, international cooperation, enactment/amendment of B&C technical regulations and providing certification services for B&C equipment.
RRA, Leading u-Society RRA is developing new radio spectrums to maximize the value of limited spectrum resources. The laboratory conducts research on spectrum sharing technology and develops unused spectrum bands to secure new resources. It also pursues further scientific spectrum management with interference analysis and frequency assignment with Spectrum Management Intelligence System. In addition, RRA builds a foundation for utilization of cutting-edge technologies by establishing a test-bed for new technologies and services of the convergence.
RRA, Promoting safe Environments for Radio Utilization
RRA studies the impact of electromagnetic fields on the human body and develops standards on allowable maximum value of the fields to protect the body and improve public health. It also creates a safer living environments by measuring the strength of the electromagnetic fields around radio stations. RRA also sets up EMI regulation to prevent electromagnetic wave interference from the malfunction of ships, aircraft and medical instruments to protect human lives and from industrial incidents and disasters. Additionally, RRA observes the electromagnetic disturbances originated by the sun spot, flares, etc. on the surface of the sun to provide the space weather forecast service.
RRA, Leading the B&C International Standard
In 21C, it is said that the country which governs the standard would govern the world. Therefore, the competition over standard becomes fiercer than ever before to lead international standards. Since it is directly linked to their interests. RRA operates B&C National Standard Commission and Korea ITU Committee consisted of experts from various fields. RRA provides chairmen-ships of Study Group in ITU and leads global standardization such as IMT-Advanced.
RRA enacts and amends national standards and technical regulations in a timely manner to ensure early proliferation of new technologies and services. RRA also provides proactive support for reflecting Korean technologies onto international standards and helps Korean B&C businesses expand their domain in the global markets.
RRA, Protecting the Rights and Interests of Consumers
RRA provides testing and certification services for B&C equipment produced in Korea or imported to protect the rights and interests of consumers. Applications and licenses are processed through internet in a more consumer-friendly and transparent way. RRA runs cutting-edge facilities such as a world-class clean room, digital CATV, specific absorption rate(SAR) test facility, and first-class electromagnetic fields test site.
RRA also runs the reporting center against unauthorized radio devices to prevent their distribution into the market. The Agency helps to protect consumer rights and interests through market surveillance. RRA implements the Mutual Recognition Arrangement with foreign governments to facilitate trade by reducing cost and time for conformity assessment procedures. Besides, to help small- & medium-sized enterprises with no test facilities, Electromagnetic Wave Measurement Center has been established, contributing global competitiveness of the enterprises.
