Korea Information Communication Standard (KICS) is a national standard enacted by the Minister of KCC to guarantee the compatibility of IT service and manufacture, to protect users, and to promote common use of Information communication technologies.

Purpose

  • Promote the interoperability of inter-terminals, inter-communication networks, network and terminal
  • Build the basement of telecommunication system in the international or all nations
  • Build early high information society through promoting telecommunication
  • Promote the international competitiveness and the development of national industries
  • Improve the public welfare such as improvement of usage environment, security or convenience of users

  • Items related to public competition and interoperability of heterogeneity or homogeneity operators
  • Items having largely ripple effects by standard applying for other industries
  • Items related to standards for promoting being-information of government offices in several ministers
  • Items related to usage environment and safety of service user or IT equipment
  • Items related to public welfare communication for the handicapped
  • Items being need to Technology and Industrial policy by government
  • Items being need to national interests reflected by International standard

Standardization Process of KICS

  1. Review of KICS item
    TTA : (1) Project Group(PG)
    (2) Technical Committee(TC)
    (3) Steering Committee(SC)
    (4) Plenary
    • TTA internal committee reviews the group standard which is submitted KICS item.
  2. TTA KCC, RRA
    (1) TTA (2) KCC, RRA
    • TTA submits draft KICS to KCC and RRA
  3. Adoption Notice(for 60 days)
    RRA
    • Adoption Notice after review
      (Publish RRA, TTA website or TTA journal)
  4. Consensus(Request opinions)
    RRA
    • Request opinions to the interested party and the general public
    • If someone has objections, return to TTA to review
  5. Committee meeting
    Operate KICS Commission : RRA
    • Inform to Commission members about meeting
    • Review by criteria
      • - Feasibility of National standard item
      • - Adequacy of development process
      • - Conformity of Government policy
  6. Send the result of Commission
